When you install the Reader per the instructions you will find at the above site, it will be configured as a helper application for Netscape or Internet Explorer and will automatically open PDF files when you click on their link.
Now you're ready to download and view the bulletin or newsletter, just click on the corresponding picture below.

Alternatively, you may right click on the picture link, save the pdf file to your system and view it offline using the Acrobat Reader. You can archive past bulletins and newsletters in this manner for future reference as well.
